Places a 50% Decrease ATK debuff on all enemies for 2 turns. Has a 75% chance (100% with tomes) to decrease the Turn Meter of each target by 20%. If a target has 50% or more Turn Meter after the decrease, places a 30% Decrease C.RATE debuff on them for 2 turns.
