Imposes a 50% Attack Penalty on all enemies for 2 turns. With a 75% chance (100% with books), reduces the progress scale of each target by 20%. If the target has 50% or more of the turn scale remaining after the reduction, the Crit Penalty is applied to it. 30% chance for 2 moves.
