In short

Arbiter is a legendary support from High Elves, a top-tier champion for Arena and Faction Wars. Her speed aura, turn meter boost, and revive make her essential in PvP. Build priority is maximum speed.

Strengths

• +30% Speed aura in Arena
• Turn meter fill (A3 30%, A4 20%)
• Full team revive with extra turn
• Places 50% Increase ATK and heals
• Removes enemy buffs (A2)

Weaknesses

• Low base DEF and HP
• Needs many books for A3 and A4
• Speed-dependent — weak if she doesn't go first
• Limited use in high-defense PvE content (Hard dungeons)

Where to use

Arena (5.0) — main use, including Classic, Tag Team, and Live Arena. Faction Wars (5.0) — excellent leader. Clan Boss, Hydra, Chimera, Dungeons, Doom Tower (4.0) — useful but not optimal. Hard dungeons (3.0) — not recommended.

Stats and gear

Priority: SPD → ACC (for A2) → DEF/HP. Targets: SPD 300+ (the more the better), ACC 250+ for Arena, then DEF and HP for survivability. Sets: Speed, Divine Speed, Impulse, Righteous, Supersonic. Combine for maximum speed.

Masteries and blessings

Trees: Support and Defense. Key masteries: Blessed Heal, Invigorated, Gathering Momentum, Heal 'N' Go, Bolstered Defense. Blessings: Temporal chains (slow enemies) or Intimidating presence (reduce DEF). Relics: Journal of Necrotos, Wand of Submission, Chrysalid of Rebirth, Hallowed Hilt.

Tomes

Prioritize A3 (Mentor of Heroes) for cooldown reduction, then A4 (Call of Destiny) for cooldown. A1 and A2 can be skipped if books are scarce. Author recommends books into A3 and A4.
